Operational Programme Efficient Human Resources 2014-2020

Pursuant to the Act on the Establishment of an Institutional Framework for the Implementation of European and Investment Funds in the Republic of Croatia in the Financial Period 2014-2020 (OG 92/2014), and the Regulation on Bodies in the Management and Control Systems of the European Social Fund, European Regional Development Fund, and Cohesion Fund (OG 107/2014, 23/2015), the National Foundation for Civil Society Development was appointed as Intermediate Body Level 2 in the Management and Control System for the implementation of Operational Programme Efficient Human Resources 2014-2020, and in line with the Regulation, in cooperation with Intermediate Body Level 1, participates in budget planning, drafting of guidelines for applicants, and project selection, monitors progress in project implementation, implements information and communication measures, activities of preventing, discovering and correcting irregularities, participates in the implementation of educational activities on the funds, and other tasks pursuant to the above Regulation.

Operational Programme Efficient Human Resources 2014-2020 was approved on 17 December 2014, and represents a planning and programme document which describes in more detail and elaborates on the measures and activities for the period 2014-2020. The basic objective of the Operational Programme is to contribute to the growth of employment and strengthening of social cohesion in Croatia.

The Operational Programme establishes priority axes, investment priorities and specific objectives to be financed from the European Social Fund.

The National Foundation for Civil Society Development as Intermediate Body Level 2 is competent for the implementation of the following investment priorities:

Within the priority axis Social Inclusion, investment priorities are: "Active inclusion, including with a view to promoting equal opportunities and active participation, and improving employability” and "Promoting social entrepreneurship and vocational integration in social enterprises and the social and solidarity economy in order to facilitate access to employment”.

Within the priority axis Good Governance, investment priorities are: "Capacity building for all stakeholders delivering education, lifelong learning, training and employment and social policies, including through sectoral and territorial pacts to mobilize for reform at the national, regional and local levels".

Operational Programme Human Resources Development 2007-2013

Within the Operational Programme Human Resources Development 2007-2013, Priority Axis 5 Strengthening the role of civil society for better governance, Measure 5.2. Strengthening the role of CSOs for socio-economic growth and democratic development, three calls were published in line with the conditions and rules of eligibility specified in the Commission Regulation (EC) no. 718/2007 (IPA implementing regulation).

In 2013, the call Support “Structures for CSOs at the regional level” was contracted, and in 2014 the call “Supporting CSOs advocacy and motivation programmes for socially excluded groups”, and “Supporting contribution of CSOs active in the field of volunteering to strengthening of economic and social cohesion”, with implementation in 2014, 2015 and 2016.

The Croatian accession to the EU on 1 July 2013 opened up the possibility of using the European Social Fund for the area of civil society, within which in 2014 calls were published and contracts concluded for “Strengthening the capacities of civil society to provide social services”, and “Micro projects of support to innovative activities of small organisations”, with implementation in 2014, 2015 and 2016.
